Search and version control solve retrieval. They do not tell you that the affidavit corroborating a key event was never received.

Absence is the part search cannot show you.
A document system is organized around documents that exist. It is very good at that, and full-text search across a matter is genuinely useful.
The questions that decide whether a case is ready are about relationships and absences: which event does this record support, does any record support that event, and what was requested three weeks ago and never arrived. A folder cannot answer those, because the answer is about something that is not in it.

Many document systems support tagging that can partly express these relationships. The distinction is whether the link points at a specific event in a chronology, and whether a missing link is something the system can act on.
